Who is fake?

The woman in the middle, number 2, is the fake police officer. She is wearing a red bandana around her neck, which is not part of a standard police uniform.

Number 2 is fake because of the red scarf and looks unsure, while the others wear normal uniforms and seem confident!
Third person, belt is different compared to the others
Police uniforms typically do not include personal accessories.
But the middle woman tied a red scarf, so she is fake obviously.
That picture have one more mistake that's 3rd woman's belt ribbon is missing also.
