How do tag a person who is not active in mains.. but his/her name is shown in right side userlist panel

Just type use @username in your message and send it
shout and call that person to wall by just typing the person name
If you are on the old chat UI , simply type the users name on the wall and post your message. If you are on the beta version then you need to use @Username and then post your message.
