I have observed that mostly VIPs, Ladybugs, PRO and higher privileged users keep talking in Tamil Telugu and Malayalam in Kannada room. Even after reporting multiple times no action has been taken against rule breakers. Why is it so ? When it clearly says it's a Kannada room people keep talking...

Yes very rare. Out of all blood groups the -ve's are pretty much rare. Out of it O -ve and one more I'm not sure is also very rare.
