How about a pinned message section on wall where staff can share important information and wall rules.

So that everyone get to know about that. People become more aware about site and know how to use properly.

There is, its called "offical announcements"

That's a good point but I was thinking about the update information too which many ppl talk about after they rolled out, and no one knows exactly what happened.
