Unable to report erring users in chat

Hello and good evening all the mods and admins @Hades @Shyam @JUPITER @sssingh @jasminee I logged to the Hindi chat room about 40 mins back. As usual I am reporting erring users but every time I do so, I am getting a message that you have reported this user previously or you have surpassed your reporting limit. Can someone kindly enlighten me on this. If the users were already reported and yes some of them are but how come they are back. They did get kicked out by the mod present in the room at that moment yet they are back. Kindly clear my confusion so I may be careful in future.

there is a limit to how many times you can report, this prevents abusing that option. Also, if the person was already reported for the same thing, this prevents even more needless reports from generating. It means the previous report hasn't been looked at yet.
