No….India cannot defeat china in full fledged war….but that does not mean china will win.

Defense Budget = 4 times Indian Budget
China is much more powerful than India in almost everything.
but…..sometimes numbers lie.
India has strategic and geographical advances over china
ADVANTAGE 1
See the number of standing army of china. Its 2,255,000. Almost one million more than India; but geographically China is three times bigger than india. China shares territorial border with almost 18 countries thats why it needs that much standing army. The interesting thing about china is they have border disputes with almost all neighbours . so they cannot use all army against India even in full scale war.
India shares borders with 7 countries and it have borders disputes with only pakistan and China. All others are good friends
Geographycally India is uniquely located. It is surrounded by sea to three sides with 7500 km coastline. So no threats from those sides. Most of army of India is in North and northwest along china and pakistan respectively.

Now come to Indian Ocean. Indian navy is considered strongest navy in indian ocean. True china is cathing up fast but(I am considering if war broke out in coming 1–2 years)indian will have upper hand in immediate war.
China is still has one more weakness. It import 80% crude oil. all this oil pass through Indian ocean. If war broke out, it will be next to impossible for them to transport oil unless russia helps them. But again as it will be road transport, it will cost them dearly.

Indian army is fighting insurgies in kashmir for many decades. They have fought almost 4 wars . They know how to fight in mountanious regions much better than chinese troops.

look at the western border of India and China. India has much more bases in that region so india can supply necessary things to army much more effectively
Now look at eastern border,Indian bases are more than chinese fighting bases and are nearer to china
In war speed and time matters,India has advantage on this side too.(you must have wondering why chinese bases are so less along Indian borders this is because chinese population is concentrated on eastern side than western side. As they have border and sea dispute with eastern countries their many base are along those border).
So if war really broke out( it never will, i am quite sure) nobody will win.China do have more numbers but India have strategic and geographical advantages
