The statement seems contradictory,
when a person knows everything and only judges anything while a person who doesn't know anything can't judge anything at all.
Not knower=Empty mind=No content=Observer =Unable to think
Knower =Full mind=content =Judgmental =Able to think
So, when a person knows everything only passes judgment.
