There is a open facebook API, it can get user profile pic in full size without any permission. I'm not sure weather Facebook aware of this, open API to fetch user PROFILE without permission.

Give me a Profile with this badge protected.. i will show u how to get the pic.
 
I removed my FB recently because of many flaws in security I noticed, I had my settings but none of the things I chose was actually being used, so better off without it.
 
And now they also sell your data info to your governments, in my country current government is allegedly negotiating it. So yeah I am out of FB
